wal mart sells quality mountain bikes for under $150.
I should know- I've bought 2 in the last 10 years- 5 yrs each, 1000's of miles on each
for 7500 dollars a pop, seems to me the cops could maybe walk? or ride a mountain bike too?

Confound you, you apparently beat me to it. Though I'm not so worried about the HS connection at all.
I'm more concerned with the sentiment that the top speed of 23 MPH is somehow seen as better than a bike (really, you can get that fast if you're reasonably in shape) but really... you don't need to go that fast to catch someone on foot... and any faster you'd need a car, anyway.
Though Roach, I've worked on too many Walbikes (damn Pacific bikes...) to ever recommend one, especially not for hard daily use. The Trek cop edition goes for about $1,100 and will take the abuse though.
