It is good to see people's interest have been sparked by the possibilities downtown.
Dave my suggestion is to wrap phase 1, 2, and 3 - into one. A good collection of projects all coming together at once will most likely be the key to success. For an example, if visitors come to the resort (phase 1), they are going to want something to do in the evening (phase 3).
It sure beats my idea of the world's largest multiuse moonwalk

Love the moonwalk idea! Put it in the center of Lawton Park - when it floods it serves a dual purpose as a floatation device.
Wrapping the three phases into one would be ideal. We do have the flood plain issue to deal with in Phase 3 which could prove a challenge.
Since the Omni Source property is currently on the table I see this moving forward first. Just don't want to see us lose sight of the big picture and overall potential for the area which includes all Phases.
Breaking the project into smaller chunks may prove easier when finding local developers too. If they miss out on Phase 2, they may still have an opportunity for Phase 3.
